The Indigo Shire Public Toilet Strategy will guide the future planning, management and provision of public toilets, help Council prioritise future upgrades and improvements to existing public toilets and identify locations for new facilities based on analysis, data and community needs.

Public toilets are facilities that are located outside of the home that are available for use by the public. They can be provided by many different public and private organisations including Council. It is noted however that not all public toilets are free to use or always available.

Public toilets are essential to the broader network of community infrastructure that is provided by Council as they contribute to the amenity and wellbeing of all residents, workers and visitors to Indigo Shire.

While there is no statutory or legislative requirement for Council to provide public toilets, Indigo Shire Council recognises the importance of providing safe, accessible, and well-maintained public toilet facilities for residents and visitors.

There are 44 public toilets that are located across Indigo Shire's town centres, near community facilities, adjacent to recreation reserves or within parks and in tourist locations that are part of the scope of this Strategy.

Of the 44 public toilet facilities, 25 are owned and managed by Indigo Shire Council, and a further 5 are only managed or cleaned by Council. The remaining 14 facilities are owned and managed by a combination of DEECA, Parks Victoria, private enterprises, and individual Committees of Management.

Public toilet facilities with Council involvement form the majority of analysis and recommendations in the Strategy.
