What is the Public Toilet Strategy?

The Public Toilet Strategy provides a framework for the management, maintenance, and development of public toilets across Indigo Shire. It establishes priorities for upgrading, replacing, or developing new facilities to meet the present and future needs of our community, promoting wellbeing, convenience, and a positive image of the Shire to residents and visitors.

The strategy focuses on 24 public toilets owned, managed and cleaned by Council, plus another four which Council cleans but are otherwise managed by DEECA, as well as identifying priority needs for new facilities. It also considers other publicly available toilet facilities throughout the Shire and assesses opportunities for collaboration with other facility owners.

Background

The development of a Public Toilet Strategy was an action in the 2021-2025 Council Plan. The strategy was substantially developed in 2024 and has been recently finalised for public exhibition.

Development of the draft strategy involved comprehensive inspection and assessment of public toilet facilities across the Shire, along with community input and interaction with Councillors.

The strategy addresses key community needs including:

• Accessibility and inclusion for all community members, including people with disabilities, elderly residents, parents with young children, and those with health conditions
• Compliance with relevant legislative requirements including the Disability Discrimination Act 1992 and Building Code of Australia
• Environmental sustainability and responsible resource use
• Alignment with Council's broader strategic plans and place-based initiatives

The draft strategy includes:

• Comprehensive assessment of existing Council-managed public toilet facilities and their condition
• Evaluation of accessibility standards and opportunities for Changing Places facilities
• Gender impact assessment to ensure equitable provision
• Review of facilities at recreation reserves throughout the Shire
• Identification of gaps in public toilet coverage and opportunities for new facilities
• Recommendations for priority upgrades, replacements, and new developments
• Collaboration opportunities with other facility owners and managers
• Alignment with relevant masterplans, policies, and strategic Council documents
• Sustainable design and maintenance practices

All submissions will be considered before the strategy is finalised and presented to Council for adoption.
