Thank you to all the community members and emergency services who attended the workshops and collaborated to create the draft Rutherglen Emergency Reference Map, and accompanying draft Rutherglen Community Emergency Management Plan.

The first drafts of the CEMP, map and rear page are available here for further feedback. Any final feedback will be incorporated into the documents prior to printing and distribution. A community engagement program will roll out in 2025 to better help community members understand the documents and how to use them in their emergency planning.

What is an Emergency Reference Map and Community Emergency Management Plan?

We have received funding from Emergency Recovery Victoria to support communities to recover from the 2022 floods, and to build resilience to respond to future events.

An Emergency Reference Map is a quick reference to key locations relevant to an emergency. It depicts a simplified map of Rutherglen, and some key services available. The back page contains information on keeping up to date and informed, and emergency contact numbers. A summary of important local knowledge makes the map unique to Rutherglen.

A Community Emergency Management Plan (CEMP) is a guide to help newcomers and locals alike to make the right decisions for them when planning for an emergency, responding to a hazard, and in recovery.

Importantly, this plan is not a guide to tell you where to go or what to do in an emergency. Your survival relies on good planning by you.

The final plan will highlight the key unique characteristics of Rutherglen in an emergency, provide planning pointers, identify sources of information and support, and be a quick-reference guide for local key contacts, particularly for recovery.


The final documents will be made available at:

  • The Visitor Information Centre
  • Rutherglen Customer Service Centre and Library
  • Rutherglen Holiday Park
  • Metro Petroleum Rutherglen
  • Shell Indigo Fuels Rutherglen
  • Council website

With a combination of local knowledge and official information, our community is better prepared to stay safe and keep connected in an emergency.

Rutherglen Emergency Reference Points

Use this map to tell us about areas that are at risk during an emergency event, and assets that could be utilised by the community. Areas highlighted in orange, are recent fire and flood events.

Areas of Risk - This means areas that are likely to be affected by an emergency event of any kind. For instance, a particular street that is prone to flooding, a cluster of trees that might block a road in a storm or any bushfire prone areas. This does not mean vulnerable individuals or groups of people like aged care facilities or assisted housing.

Community Assets - A community asset is anything that can help the community prepare for, respond to and/or recover from an emergency. This can be health or emergency services, publicly accessible generators or generator-powered facilities, food and fuel locations and much more.

Points to Protect - What would you want protected in an emergency? This can be historical or culturally significant sites, as well as key infrastructure in the community.
