Recreation Reserve Masterplanning
Consultation has concluded
In late 2021, we successfully applied for funding through the Local Sports and Infrastructure Fund to develop masterplans to guide future development at the following recreation reserves:
- Coulston Park (Tangambalanga) - currently open for feedback
- Barkly Park (Rutherglen)
- Yackandandah Sports Park
- Allans Flat Waterhole
These reserves were identified based on the significant amount of volunteer time being invested to support the community sites to drive strong community and recreational outcomes.
The masterplanning process
We've engaged Parks and Recreation Consulting to develop the master plans which involves:
- Undertaking a brief analysis of each site’s catchment area and identifying existing and future trends that may impact upon the growth or decline of specific recreation activities, including sustainability of user clubs
- Identifying development priorities for the future planning, development and/or upgrade of existing and/or new recreation facilities within each Reserve in response to identified needs
- Developing a masterplan for each site, which links to existing plans and strategies, and is responsive to community expectations, as well as being achievable, realistic and attainable within Council’s budgetary framework

The community consultation process has been developed into specific phases for each location:
- Primary and secondary stakeholder consultation
- Group stakeholder engagement
- Broader community consultation
Following this extensive consultation period with Council, committees, user groups, associations and community members, draft master plans will be submitted to Council and made available for public exhibition and comment for a period of 30 days. This is scheduled for December 2023.
The final master plans incorporating community feedback will be submitted to Council for adoption in February 2024.
Feedback is currently being sought on the draft Coulston Park Masterplan, and consultation for Barkly Park, Yackandandah Sports Park and Allans Flat Waterhole is due to open from late September through to October 2023.
