We’re seeking community feedback, via submissions, on our Draft Procurement Policy.

What is the Procurement Policy?

The Procurement Policy sets out the principles, objectives and framework that guide how Indigo Shire Council purchases goods, services and works. It ensures all procurement activity is undertaken with integrity, fairness and transparency, delivering value for money while supporting Council’s broader social, economic and environmental objectives.

The revised policy provides a clear, high-level statement of Council’s procurement principles. Detailed operational processes will be outlined in a supporting Procurement and Contract Management Procedure, which will give effect to the policy’s intent.

Background

The 2025 review ensures the policy reflects updated Victorian Local Government Best Practice Procurement Guidelines and contemporary local government standards. It also strengthens alignment with Council’s strategic priorities, including:

• Embedding sustainability, local economic participation and social value considerations

• Enhancing transparency and accountability in purchasing decisions

• Supporting efficient and consistent procurement practices across the organisation

• Encouraging innovation and collaboration with suppliers and community partners

The Draft Procurement Policy:

• Defines clear guiding principles to ensure consistency and transparency in purchasing decisions

• Embeds Council’s commitment to ethical, sustainable and socially responsible procurement

• Strengthens opportunities for local and regional suppliers to participate in Council business

• Highlights Council’s focus on achieving value for money through sound planning and market engagement

• Reinforces probity, accountability and equity in all procurement activities

• Ensures alignment with broader Council objectives, policies and goals, including sustainability, local economy, and community wellbeing

Feedback closes 5pm, Wednesday 19 November 2025.

All submissions will be considered before the policy is finalised and presented to Council for adoption in December 2025.
