Draft Library Collections Policy
We’re seeking community feedback on our Draft Indigo Shire Libraries Collection Policy.
What is the Library Collection Policy?
The Library Collection Policy provides a clear framework for how Indigo Shire Libraries develop, maintain, and evaluate their collections. It ensures that the library’s print and digital resources remain relevant, diverse, and accessible—reflecting the needs, interests, and identities of our community.
The policy outlines how Indigo Shire Libraries select, review, and manage materials across all branches and online platforms. It embeds Council’s commitment to inclusion, equity, and cultural safety, ensuring collections represent all people and perspectives, particularly First Nations voices and local stories.
Why this Policy Matters
Libraries are essential community spaces that foster lifelong learning, creativity, and connection. This new policy ensures Indigo Shire Libraries continue to provide collections that:
Represent diverse voices, including First Nations peoples, LGBTQIA+ communities, and culturally and linguistically diverse residents.
Respond to community feedback, borrowing trends, and emerging technologies.
Provide access to quality print and digital materials for people of all ages and abilities.
Uphold intellectual freedom, transparency, and accountability in how library materials are selected and managed.
Support sustainability through ethical procurement and responsible resource management.
Key Features of the Draft Policy
Equity, Diversity and Inclusion — Embeds fair and inclusive collection practices across all branches.
First Nations Representation — Guided by the ATSILIRN Protocols and Council’s Reconciliation Action Plan to prioritise authentic and self-determined First Nations voices.
Community-Driven Selection — Encourages library users to suggest new materials, with most eligible requests fulfilled.
Transparent Processes — Establishes clear criteria for selecting, reviewing, and, where necessary, removing items.
Digital and Sustainable Focus — Expands digital access and supports Council’s Net Zero commitments.
Ongoing Evaluation — Uses data, community feedback, and diversity audits to ensure collections remain current, balanced, and representative.
Background
The Draft Library Collection Policy has been developed through extensive research, benchmarking, and community engagement, including surveys conducted in 2023. These identified strong support for growing digital collections, improving representation of diverse voices, and enhancing transparency in collection decisions.
