What is the People Place Prosperity Indigo Growth Strategy 2035?

The People Place Prosperity Indigo Growth Strategy 2035 is the new ten-year economic development strategy which sits alongside the Council Plan 2025-2029, the draft Destination Management Plan 2035, the draft Municipal Public Health and Wellbeing Plan, the 10-year Community Vision and sets out Indigo Shire’s strategic approach to improving economic growth and prosperity across the shire.

The ten-year strategy ensures that growth is not just about numbers but about enriching lives, protecting our environment, enhancing and maintaining character of place and celebrating the unique spirit of our communities.

Background

The People Place Prosperity Indigo Growth Strategy 2035 replaces the Economic Development Strategy 2018-2023.

Key Features

The vision of the strategy is to establish Indigo Shire as a benchmark for sustainable economic growth by fostering innovation, empowering communities, and shaping vibrant, resilient and inclusive towns with happy, connected people.

The strategy is anchored on innovation and sustainability with three focus areas which captures the essence of Indigo Shire: People (our community); Place (our region); Prosperity (our changing environment).

The strategy was developed through business consultation, data analysis, collaboration with Indigrow Advisory Committee, state government agencies and business and industry groups. The strategy explores what we know, where we are headed and what we are going to do.

The strategy aims to achieve these key outcomes:

  • People – sustainable population growth that supports the retention and attraction of families, residents, youth and retirees.
  • Place – designed urban places where people want to live, invest and visit again.
  • Prosperity – a sustainable and innovative business community and a strong, cohesive, and resilient economy.

To succeed in economic development it needs to be a whole of Council endeavour, embraced by all departments including community development, tourism, planning and building, assets and infrastructure, gardening and operations.

The Action Plan has identified short, medium and long term strategic objectives that Council and its partners will deliver, facilitate or advocate on, over the ten-year life of the strategy. The strategy also identifies how Council will monitor and report on its progress against the strategic objectives and review and update the action plan to remain current.

Feedback closes 5pm, Wednesday 29 October 2025.

Please include your name and contact details with your submission. All submissions will be considered before the strategy is finalised and presented to Council for adoption in November 2025.
