What is the Domestic Animal Management Plan?
The Domestic Animal Management Plan 2026-2029 is a four‑year plan required under the Domestic Animals Act 1994. It outlines Indigo Shire’s approach to dog and cat management, including processes, practices and compliance obligations under State law, as well as the expectations of our community.
Background
Section 68A of the Domestic Animals Act 1994 requires every Victorian Council to develop a Domestic Animal Management Plan and review it every four years. This will be Indigo Shire Council’s third review. The plan sets out the scope and expectations of Council’s Enforcement Services Unit in delivering services and enforcement activities under the Act.
Key features
The Domestic Animals Act 1994 provides the framework for the Domestic Animal Management Plan. The following focus areas must be addressed and guide Council and the Enforcement Services Unit over the four‑year term:
Set out methods for evaluating the animal control service
Outline the program for training authorised officers
Outline strategies to promote responsible pet ownership
Legislative compliance
Ensure community safety – minimise the risk of dog attacks
Encourage registration compliance
Address animal over population rates and high euthanasia rates
Minimise the potential for dogs and cats to create a nuisance
Effectively identify all dangerous dogs, menacing dogs and restricted dreed dogs.
Each focus area includes compliance objectives linked to the functions of the Enforcement Services Unit.
