We sought community feedback on our draft Councillor Internal Resolution Procedure.

As part of recent reforms to the Local Government Act 2020 and the Local Government (Governance and Integrity) Regulations 2020, all councils are required to adopt and implement a new Councillor Internal Resolution Procedure by 1 July 2025.

This Procedure outlines how allegations that a Councillor has breached the Model Councillor Code of Conduct can be addressed informally and constructively — before matters escalate to formal arbitration processes.

It aims to:

  • Provide a clear and respectful pathway for resolving disputes between Councillors;
  • Minimise disruption to Council business and working relationships;
  • Support Councillors to uphold the standards of behaviour expected in public office.

The Procedure has been developed to meet all requirements set out in the Local Government Regulations and aligns with Council’s commitment to high standards of governance, integrity and accountability.

What can the community influence?

Given this is a legislative requirement there is little that the community could influence, however there were opportunities to suggest further clarity on items or wording for greater transparency.

Submissions

Submissions on the draft procedure could be made via email to Carla Hanlon, Executive Manager People & Governance, at info@indigoshire.vic.gov.au by 5:00pm on 30 May 2025.

What did we hear and what happens next?

There were no submissions received during the on exhibition period. The policy will be presented to Council at the June 2025 meeting for adoption.
